Regib and plaster OR skim coat a lounge room and fix up mistakes we made in kitchen/dining

Our lounge is about 7 x 4 metres and has got old gib with wallpaper sealed on it which we have tried to get off and failed at. We are looking for someone to either regib and plaster it OR skim coat it based on your pro opinion. We also have tidy up stuff to do in a kitchen which has a crack in an already 'renovated' wall because we didn't know about taping at that point and the ceiling/scotia has had a patch job which still looks bad where down lights were removed and a range installed.
