Re-concreting part of driveway

Existing concreting is starting to break and my DIY solution (in the photos) is no longer viable. There is a water meter below the big square wood block (shown in photo) which needs to remain accessible and the rest concreted. I would like the concreting to be done around the water meter and possibly later put a slab of hard tile/concrete on top which could be removed if needed. Any other ideas are welcome. Car is parked over this area at all times. Area is roughly 900mm by 1800mm.
