Exterior window frames and sills

We would like to have most of the exterior window sills and frames repainted to a high standard. The windows that require attention are outside on the deck upstairs, to the right of the deck - bedroom (in photo), above the garage facing the street (see photo) and ground floor windows front and back. The occasional window may need new putty (3 or 4), there is also rust showing through on some of the window frames that require attention.
