Flat repair and refresh

I have an upstairs 1960s flat that needs exterior painting. East and west walls are breeze block and above neighbours' roof, so need scaffolding (and permission). I am not sure if should replace wooden frame windows in those walls at same time with double glazed aluminum to make low maintenance. I can see from ground that some remedial work required for barge boards. Would want someone to take care of the scaffolding and organizing any builder or plumber, plus co-ordinate with glazers if necessary.
