Wallpaper removal/plastering over existing wallpaper

We are struggling to remove our wallpaper down our hallway. It is old and coming off in tiny strips. We are needing an expert to either remove the rest of the wallpaper or I have heard about plastering over the existing old wallpaper to be ready for painting. We may also want somebody to paint our hallway depending on cost.
