Ceiling Job

In 4 rooms of the house the paint is flaking off the ceilings, and over time is getting worse - see pics. The paint needs stripping right off (I've mostly done the worst room) then the ceilings need replastering (its the old horse hair? type). In several places old duct vents need removing with the hole being filled. I'm quite capable of painting them myself, and plan to do so, but the prep work is beyond me. Perhaps two different tradies are required? I think perhaps the wrong paint was put up before I bought the place. I have regrouted the roof in case any leaks were the cause.
