Patch Repair

We've got an area of bubbling on our wall, we don't know what we've done to cause it, but would like a cost for repairing it. Ideally it would be a patch repair with colour matching as close as possible; unfortunately I don't know the colour of the paint originally used. Attached are two photos, one slightly further back and one closer up. There's no immediate rush for repair either. Thanks!
