Rust repair on steel ship

I have an old ferry that has some serious rust issues. Boat is in the marina at the moment but will be on the hard on the 20th dec would love some advice on approaches to the the rust abatement. And welding options superstructure has rust that needs some pieces replacing. Have a small arc welder on site Any major hull issues will become evident when boat is out of the water. Also need a plumber to sort out fresh water system and pumps. And engine room fuel plumbing to an incredible old Kelvin t6 marine diesel engine. Boat will be on the hard for most of jan hope to have her bsck in the water by feb.
