Ability to open and lock French doors from the outside

We have two sets of French doors that we can only lock and secure from the inside using deadbolts. One lot of deadbolts do not have keys so we cannot open that door. We would like a locking mechanism put into the French doors so we can open them from the inside or outside and lock them.
