T8 fluro lamp replacement

A Vending Machine at Crown Lynn Apartments has had an LED running in it historically but now it wont run ? Even a traditional original T8 fluro will not operate although there appears to be power to the starter? I suspect the ballast but not sure, need an electrician who is familiar with retro LEDs and maybe bypass ballast if this is the fault ? so would need a rewire for a driver and LED.
