My front section is a hill I want retained

Move front section which is a hill and retain it back so they can have car parking and create a new drive way as the address to their house is out this way this street mail never arrives and the lip can be found where the drive way used to exist - would this be possible even just retaining half or some of it and maybe moving the garage around this side to create a bigger back yard if possible. (No council park as shown) Thanks
