Bring the edge of the front garden area down below footpath level

We would like to plant and mulch the area between the footpath/shared driveway and our fence line. The driveway/footpath is level with the clay ground where we'd like to mulch and plant. We would appreciate assistance with lowering the clay ground area below the footpath/shared driveway to prevent overspill. Thank you.
