Prepare building consent and build retaining wall

I need a new retaining wall to be built to support the existing concrete boundary wall and surcharge (neighbour's garage and driveway). Also require a report from a structural engineer for a building consent (I received confirmation from WCC that a permit is required for a new retaining wall with surcharge). I would like some help in getting a building consent done and a quote for the labour only to build the wooden retaining wall (I will provide the necessary materials eg T&G timber, posts, concrete, nails). Retaining wall will be built on a flat section, approx. 12m in length.
