Remove and replace hard soil

We have a Landscape Architects plan and are starting to plant out. I have dug holes and refilled with mix for a few trees but its very hard with a pan. We dont have much garden but I think a skilled operator with a truck and small digger for working near the house would be the best solution. Arlington area.
