Retaining wall near waste water pipes

Extend garden where there is currently no retaining wall. Looks to be below 1.8m for most of the wall but does get higher and steeper half way along. Is above storm and waste water pipes. Would need advice on if this is possible at all. One half of the area is a gentle bank to the adjacent property. The other half is a steeper bank to the adjacent property which also has a retaining wall. There is a waste water man hole along the proposed wall line (unsure of how far from this you are allowed to build).
