Early Valley Retaining Wall

We have a new area on a slope, with a lawn above that requires a 900 mm retaining wall. We have existing plans (as part of broader landscape plan) for the wall, which are typical. The wall is built from H4 100 x 100 radiata pine posts, but only 900mm above ground surface, with a 20MPA concrete footing and 160 mm drainflo drainage. There is a new large structural retaining wall shown in the photo, but the desired wall does will meet council approval so long as they are less than 900 mm in height.
