Fix a Leaning Retaining wall

I have recently moved into this property a few months ago. And have a leaning retaining wall in our back yard, it's tall but I have spoken to a builder who said it will be achievable to build it under 1.5m so it doesn't require engineer desgin. I was hoping to do something 2 tiered so can keep some of the wall to lower the costs of the build. Im really interested in getting this project done this year. I have a few pictures but it really needs to be seen in person.

Overall was happy with how the wall turned out, Sean is a good builder, wall looks sturdy. However, there were a few things I had issues with, for example towards of the end of the build I was asked for a significant amount of more money. It worked out in the end but i would prefer complete openness about extra work being taken before it be done. The only other thing I was disappointed by was the schedule. The job was to take approx 3 weeks, it ended up taking around 3 months.

"from our point of view we lost 2k on this job Wich is the saposed significant amount. Due to exes ground water adding to wall depths of two meters for a 1.5m wall and 450mm diameter bores adding in time, soil removal and concrete for pole foundations. We asked if he could accommodate the extra Amount of cost involved to build a 100 percent sturdy retaining wall, they politely declined we agreed and completed the work to the highest standards achievable to original cost."
