Path or pave?

Have an L shaped area around the back of the house that is a mix of loose rock & dirt. Looking to either pave, concrete or something else - not really sure. Goal is to have the area easy to walk around. Currently not level & doesn’t drain overly well. Looking for a cost effective option. I have pavers,if that’s the route we go down. Bonus if you do work with mulch/bark - we need to top up all areas in the section.
