I am currently in the process of buying property in the North Shore. The rear garden of the property suffers from pretty bad ponding. This is a new property 3/4ths way up a slope. House immediately above mine is under construction. Property behind comprises a bunch of trees. Soil has probably only been there for 6 months or less, but grass is about 4 inches high. There is at least one black drain running under the ground. There is a council stormwater rule that basically states I shouldn't inconvenience neighbors below me. I am unsure as to the exact trade I need. Am looking for an expert to tell me what, if anything, needs to be done to make the garden usable.

Came over the weekend and did the job. Job was delayed by one day because of inclement weather. I cannot fault the work done in any way.
