Repair/Replace retaining wall

We require a retaining wall that forms part of a common area of a property to be fixed or replaced. This is an "L" shaped retaining wall. Part is in very poor condition, the balance "painted" is average. The committee is cost sensitive - so a substantive fix (if more cost effective) would probably be preferred over a full replacement. Fully appreciate if this cannnot be done.
