Level Grass, retaining walls built, flatten ground

We are wanting a bit of work done to our back section of our house. We have two options we are potentially thinking: option 1: - two new retaining walls put up ( under 1 metre high & roughly 3-5 metres wide ) - steps made with pavers down to lower level - flatten lower space of roughly 5 metres by 4 metres & large tiles put down - grass section to be lifted and flattened on left side. Option 2: - level whole section to one level of grass - retaining walls made
