Replace tiling on cracked concrete patio

We have a concrete patio about 50 square metres that is tiled. The concrete has cracked (and so have the tiles). We want to take away the tiles, and have some thin pavers laid on a sand bed on the old concrete (rather than have the concrete removed and replaced). Once that is done we have other jobs.......
