Sow small lawn or lay ready lawn

I have a small area I would like to get either some ready lawn put down or the ground prepared and grass seed sown. The area is approx 3.15m x 7.25m and a lawn watering system is already installed. As part of the preparation for either ready lawn or soil and seed I would like it flattened and rolled as this area becomes a temp car park now an then. I have sprayed the old grass and weeds approx 3-4 weeks ago so it is ready to be done. The sandy look is some left over garden pumas sand that was put on top but some of this may need to be removed and soil put down.
