Small garden area landscaping. Level area

Grass area is not level and would like a veggie patch put in. Approximately 10metre squared. Unsure of size. There are pebbles in the grass from prior landscaping that are making it hard to mow. Weed eater may be easiest and then rake the pebbles. I would like to keep the area grassed if possible and have a veggie patch.
