Removing bark and replacing with grass

We are after some quotes on removing the black bark, black mat, and a portion of the clay located beneath and replacing with top soil and real grass. Photos attached show the area, please note we have installed stairs so the area is slightly smaller. Ideally we would like the area to be evened out where possible.
