Empty and Clean Concrete Garden Pond

Urgent: I have a concrete garden pond that desperately and urgently needs emptying and cleaning. Would be good if I could get some advice on how to set up a filter system to keep it clean too. There are no fish in the pond but the dogs like to go in there on hot days (have tried to keep them out but they always find a way in).
