Retaining Wall

I would like to make my back outdoor area usable by leveling it as much as possible, to allow us to put up a portable spa and pool. This will require a retaining wall however we not sure of which scope of works would be the best solution. Currently I have 2 options in mind, however I am very open to suggestions. Option 1 - Remove hedge, install new retaining wall on the boundary line (over 1.5m) to level our backyard to make it a more usable space. This will also include installation of new safe steps to a road behind and boundary & pool fencing. Option 2 - Build an additional retaining wall (less than 1.5m) between the existing conc. retaining wall and the house to create 2 tiers of level ground. Also to include pool fencing. I have no preference for materials as long as they are structurally sound and durable, nor do I have a specific timeline for the project.
