Remove deck railing and construct raised beds

We need to remove about 6m of railing from our deck then build some raised beds along the top of a bank (as a barrier to stop small children rolling down the hill!). Need a handyman type skillet. Ideally someone confident with recycling materials and ensuring the raised beds are stable.
