Minor Landscaping topsoil for grass

Having recently constructed a deck on the rear of the house during heavy periods of rain, the builders walking back and forth have caused two strips 13 mtr x 1 mtr and 3 mtrs by 15 mtrs to be rough and uneven on a clay base. Looking to place a layer of topsoil, but uncertain if the clay base needs to be plough or dug out first so that it is even to walk on, grass and mow.
