Replace hedge with retaining wall and fence

My neighbours and I are planning to replace our shared driveway. We are exploring the option of at the same time replacing a “structural “ hedge on the boundary with other neighbours. This would require: Removal of existing hedge and embedded fence; Replacing with retaining wall, maximising the width of the driveway; Building a maximum height fence above the new retaining wall. The existing hedge is very old and woody (and tall) and we believe there is the remnants of an old chain fence inside it. Having multiple neighbours involved, including some rentals, this could take some time to negotiate. First step is to understand the potential cost.
