Landscaping of our small garden

We live in Blockhouse Bay. We have a small backyard garden (around 40 sq meters). It does not look good and we have lots of weeds coming into our garden. Expected Solution: 1. We have several weeds, we are looking for low maintenance and long-term solutions. 2. We want to plant some medium size citrus plants along the sides of the garden. 3. We already have planed some plants and do not want to remove these plants.
