Clean Flower Beds please!

We'd like some nice flower beds to start from scratch with. Our property is tiny, around 80m2 and our flower beds run around half of the property. We have a few stubborn bulbs and a few tobacco weeds to get rid of, but no crazy tree roots to deal with. We need the flower beds to be clean with weed mat laid, bark and nice dirt down. We have a green waste guy that is cool as, so we'll handle the green waste :)
