Inspection/ quote repairing blocked or broken underground drainage pipes

We live on a sloped road in mt Wellington and the side of our property is filled with water. We looked over the fence and the neighbors is worse. They said the owners before us put a drain in so the water should flow through the drain around our house and onto the next property. We need someone to inspect the pipes, see if this is the issue. A tree could have possibly split the pipe?
