Cold room on bottom floor needs some insulation in cupboards

Hi there, We have a guest area on the bottom level of our home. It is a concrete box so very cold. There are cupboards along the wall that are uninsulated and directly lead to under the house. While it appears dry there is a mustiness that is constant. I’m keen to talk to someone about insulating the cupboards to see if that can help. I’m keen to hear ideas on problem solving and how we can better keep the space warmer.
