Insulation and false ceiling

I have a 40 square metre apartment with an asbestos ceiling. I'd like to have a false ceiling put in, and some kind of insulation at that stage. There is no crawl space entry into the area between the ceiling and the roof, so I would need insulation put in between the existing ceiling and the false ceiling. There are 5 light fixtures total that need to be factored in.
