Rental insulation quote - tauranga

I'm a landlord of a property in Tauranga on Osprey Drive, It's a 1970's home on driven piles. 100m2 It currently has no underfloor insulation, and an old thin layer of batts in the ceiling. Can you tell me what needs to be done to bring it up to standard for this government insulation drive and provide a quote for me for floor and ceiling, maybe walls too? It's hardiplank on the outside. I'm not sure whether I want to go with fiberglass or the new plastic batts option, or maybe that fiberglass stuff that get sprayed in? So different prices would be great.
