Insulation installation and ceiling replacement

I am wanting ceiling insulation installed in one bedroom. The roof is very shallow so the insulation cannot be installed by going into the roof, the ceiling has to be removed. We have Gib and insulation already but I have been told we might need some plastic covering because the insulation might touch the roof.
