Exterior wall insulation in 1960's house

I am in need of a builder to do the exterior wall insulation in the bedrooms of my 1960's house. I understand I need council consents to do exterior wall insulation. I need to have organised a qualified builder to complete the work before I can apply for the consent. I already have the plasterboard down, and have the bales of insulation.
