Ceiling insulation

Hi, I need ceiling insulation supplied and installed. I currently have old insulation in the ceiling that is about R1. I need to boost to have at least R3. Its 190 sqm approx. The installer will have to ensure to insulate right to the edges of the roof space. Need to cut holes for lights and supply compliance certificate after job is complete.
