Basement room insulation and moisture barrier

I have a basement room that is about 13m square that has a concrete floor that we want sealed so we can lay carpet on it. It gets a bit of condensation in Winter. Also need a concrete 3 x 1.5 wall sealed too so we can then build a false wall over it. The walls in the same room and backs into the rear section.
