Ceiling insulation for a 2 bedroom house

Hello there, we require quotation for ceiling insulation for a 2 bedroom house, it needs to meet the upcoming healthy homes standard requirements, it was owner occupied but as we moved overseas recently, it is going to be a rental house. The existing insulation is minimal, no subfloor. Please also give us some recommendations re insulation materials. We have a friend who is currently staying at the house so you have access.
