Ceiling top-up or replace

Currently, the home has insul-fluff over a pinex ceiling, but not at a depth that would comply with the "healthy homes standard". I want to bring the ceiling insulation up to compliance in the most cost-effective manner. The house is a 90m2 carter cottage.
