Damp Smell

HI - We have recently renovated a property with new carpet, underlay, new paint. The ceiling and the floor is insulated . The issue is that even after all this there is a smell of dampness in the house when you get in. I need someone to investigate this and offer a remedial solution. I am looking for someone who is an expert with the right measuring tools to get straight to the problem .
