Underfloor Insulation (low access)

There is access to the subfloor from two points in the house. The clearance from the bottom of the floor joists to ground level is a farily consistent 300mm (about 200mm under the bearers) I would like to install underflorr insulation and a plastic sheet on the ground. There is about 80m2 to do. I am happy to either buy the materials and pay for labour, or proceed with a quote for the whole job. Looking for the install to happen before the end of August
