Top up insulation to meet rental requirements

Property current has ceiling insulation at 2.8 rating but needs to be 2.9 to meet new legal requirements. Believe it needs a top up layer of insulation added on top of existing insulation. Pics of roof space and man hole (located in hallway) provided. Job can be viewed onsite at Chatham Rd on the afternoon of 12 Feb if needed. Need job completed by end of Feb. cheers
