Underfloor insulation

We have a small beach property - only about 66 sqm, and it needs underfloor insulation. The house dates to the mid 1980s, and the catch is it is quite low to the ground - the lowest is 20 cm, ranging to about 50cm. A couple of locals have looked at doing the job but don't reckon they can fit. So we need a skinny, flexible, person I think to do it, if at all possible!
