manhole insulation

We have an extension to our lounge that cannot be reached to fix insulation and possible damage to foundations. The whole lounge was refloored after the earthquake and the original half has been re insulated because the insulation was not secured to the foundations. This leaves the extended section to be done and requires a manhole in the floor to reach. can you do this job? No idea of cost but the rest of the house cost $4000 to insulate.
