Install additional ceiling insulation and ground moisture barrier to underfloor

I will need an additional layer of ceiling insulation and a layer of Ground moisture barrier to the underfloor installed in my house. Ceiling and underfloor have already a layer of insulation installed. They are both easily accessible. The time frame is as soon as possible.
