Ground moisture barrier and remedial work for underfloor insulation

We recently got a Healthy Home Inspection done at our house and found these issues that need to be addressed plz. This 90m2 3 BR house floor is entirely timber subfloor construction. The accessible area of the underfloor has been insulated with polystyrene insulation of R1.4 thermal rating but requires remedial work to comply with insulation standards ( --- ). There are some loose and dislocated segments and gaps that should be filled. A ground moisture barrier needs to be installed to insulation standard --- . Note that access to the underfloor is through a very narrow entrance inside a cupboard. The opening is probably just 1 square foot more or less.
