Underfloor insulation - tight space

One room needing underfloor insulation - space is only 230mm high. Most installers are telling me they won't work in spaces of less than 350mm high due to health and safety so understand that issue but wondering if anyone is willing to do it. There is a man hole in the room next to the room that needs doing. Space is around 10.5sqm i.e. 3,5m x 3m room.
